Last month, I discussed some of the complexities that arise when companies have employees who are citizens of one country working in another country. One issue that I only addressed in passing was the difficulty of dealing with potentially conflicting laws. A recent chief counsel advice (CCA) memorandum points out some of the difficulties you may face in this area.

Electronic distribution of year-end wage and tax statements is an emerging best practice that increases payroll productivity and efficiency in a short period. Research done by the Hackett Group in 2006 shows that while just 36 percent of payroll departments used electronic means to distribute Forms W-2, 83 percent of the payroll departments that were not currently using electronic distribution were planning to implement this practice within the next two years. This made 2008 the target year for implementing this new system.
Iowa Amends Minimum Wage Law
Iowas minimum wage law has been amended by the passage of File 2194. The House bill, which will go into effect on July 1, removes outdated references to exemptions for retail or service establishments that were repealed in the federal law.
The law has been revised to provide that, with certain exceptions, the federal exemptions in 29 U.S.C. Section 213, as amended to Jan. 1, 2007, apply. Also exempt from coverage, with

Challenge: Direct deposit programs have been in effect in most payroll departments for at least 20 years. But participation has stagnated at roughly 75 percent in the United States. European payroll managers, however, average upward of 90 percent participation. With a cost savings between 50 cents and $1.25 per payment over paper checks, payroll managers need to increase direct deposit participation.
