Payroll Manager’s Report, a monthly publication, is written for payroll practitioners working with small and large employers. It provides how-to information on managing a payroll department cost effectively and service-efficiently. Analysis includes the latest benchmarks on payroll metrics, technology updates and software evaluations, latest trends in training staff, and cutting-edge counsel on developing leadership skills. In addition to original research on payroll practitioner’s career development and salary, PMR conducts a biennial Payroll Outsourcing Survey, rating the nation’s leading payroll processing providers. PMR also offers special reports on global payroll challenges and solutions.
Most payroll managers are aware of the Department of Labor rules creating two types of employees: exempt and nonexempt. The classification refers to whether employees are exempt from the overtime rules.
In the realm of decisions that a payroll manager must make, choosing a system vendor is one that can make or break the performance of the department. The right choice that suits the needs of your company and its employees is mission-critical to the tasks required of the payroll department.
Paying employees through means other than cash or paper checks began in the 1970s with the establishment of the National Automated Clearing House Association, now known as the Electronic Payments Association (EPA). However, it wasnt until the 1990s that direct deposit equaled or exceeded paper checks in most U.S. companies.

Notice 2008-113 gives taxpayers the ability to correct certain operational failures to comply with Section 409A of the Internal Revenue Code or to limit the amount of additional taxes from failing to comply with the section. Section 409A provides rules governing the taxation of nonqualified deferred compensation plans. The notice expands upon and clarifies the program announced last year in Notice 2007-100, 2007-52 IRB 1243.
As payroll managers (PMs) are well-aware, child-support garnishments can be complicated. The laws where the agency is located can be the governing factor. Add into that mix the fact that the employee may have more than one garnishment from more than one agency and the situation can get complicated quickly.

CHARTING A CAREER PATH FOR YOU AND YOUR PAYROLL STAFF
The Challenge: Our careers and those of our staff encompass almost every aspect of life. It is not just the time we put in. Careers also affect the psychological, physical, social, and economic well-being of every worker, manager, and staff person. Your career path should not be subject to whim or left to blow in the wind. It needs a map and a compass to keep it heading in the right direction and to keep it on track. But with the flattening of organizational structures and the way technology seemingly dismantles and reshapes entire industries overnight, it has become exceedingly difficult for todays payroll managers to plan and chart a career path for themselves and their staff.
