‘10 + 2’ Final Rule Due November 2008—Are You Ready?
October 28, 2008 at 02:00PM ET
Customs & Border Protection (CBP) now expects to publish the final version of its Importer Security Filing (ISF)—widely known as "10 + 2" —in November 2008.
The new rule presents the biggest compliance challenge to importers since 9/11 and will start to be phased in during early 2009—only a short time away.
Avoid stiff penalties from non-compliance. Sign up for this interactive audio event today and begin the thorough preparation you’ll need to be fully up-to-date on the new requirements.
Failure to comply with the new ISF requirements will result in harsh penalties. You could be required to pay damages equal to the value of the merchandise involved in the default.
That means that if a $500,000 shipment is not compliant with "10 + 2" the fine could total $500,000.
To comply, importers will need 100% visibility into their supply chains 24-48 hours prior to overseas loading. This challenge extends well beyond trade compliance departments to include procurement, logistics, IT and even third parties—necessitating that you embrace a company-wide, strategic solution.
Join IOMA and faculty expert Bob Imbriani, VP, International Operations at Associated Global Systems, for an in-depth look at the new security filing rule for importers.
You’ll get the critical information you need to assess the impact of this new regulation on your organization. Plus, you’ll learn how you can prepare NOW for "10 + 2".
In just 90 minutes, you’ll get answers to these questions and more:
- How will CBP phase in the Importer Security Filing—and enforcement?
- Can CBP use the new data for more than security purposes—in other words, to track down importers or brokers for commercial violations?
- What does the NPR estimate "10 + 2" compliance will cost per shipment?
- As technology vendors roll out "10 + 2" compliance software, what are the options for in-house and outsourced software solutions—and their costs?
- What best practices should importers implement to ensure they obtain 100% of the data required well in advance of overseas loading?
- If an ISF needs to be corrected after sailing, who can make the correction—and how?
- Does "10 + 2" have different advance data requirements for foreign cargo remaining on board (FROB), shipments for immediate exportation (IE), and transportation and exportation (T&E) in-bond shipments as opposed to shipments intended for entry into the United States or delivered to a foreign trade zone (FTZ)?
- What data can an importer file as an alternative if certain information can’t be determined through due diligence?
- Will there be less stringent "10 + 2" requirements for C-TPAT members?
- Which record formats should you use and what are the pros and cons of filing through ABI versus AMS?
- What comments and concerns were voiced by the trade during the comment period?
- What are the general confidentiality issues you must consider?
